How We Support Our Dolphin Scholars and Local Community…
Supporting Education: The Dolphin Scholarship Foundation and Kings Bay SOSA/SOSCA

The Dolphin Scholarship Foundation (DSF) was established in 1960, with its first scholarship of $350 awarded to John L. Haines in June 1961. The Foundation was made possible through the tireless fundraising efforts of submarine officers’ spouses’ organizations across the United States.
As the cost of higher education continues to rise, so does the need to support the children of Submariners. Today, DSF receives support from individual, corporate, memorial, and Combined Federal Campaign (CFC) donations—as well as continued, strong support from the submarine community and spouse organizations.
All donations go directly toward funding scholarships. Income from DSF’s investments supplements these contributions, covering both scholarships and essential operating expenses.
Currently, DSF awards 117 annual scholarships in varying amounts—up to $3,400 per Dolphin Scholar, for a potential total of $13,600 over eight semesters of undergraduate study. To date, DSF has proudly awarded over $8 million to more than 1,000 students.

Scholarship Eligibility

DSF grants are awarded on a competitive basis to high school or college-aged children or stepchildren of:
-
Submarine Force members (active or former) who qualified in submarines and served at least eight years, or
-
Navy members who served in submarine support activities (e.g., submarine bases, tenders, or rescue vessels) for a minimum of ten years.

Serving Our Community

Kings Bay Submarine Officers’ Spouses’ Association (SOSA) is a nonprofit social organization under IRS Code 501(c)(4). Its primary mission is to foster morale, friendship, and service among submarine officer spouses in the Kings Bay area. In addition, SOSA is dedicated to fundraising efforts that support both the Dolphin Scholarship Foundation and local charitable causes.

As a “by your own, for your own” non-federal entity, SOSA promotes social and cultural activities for its members while giving back to the community and submarine families.

The Kings Bay Submarine Officers’ Spouses’ Charity Association (KBSOSCA) serves as the charitable branch of SOSA. Each spring, KBSOSCA organizes the Silver & Gold Charity Auction, with proceeds benefiting DSF and a selection of local organizations.

In 2024, Kings Bay SOSCA proudly awarded over $9,000 in grants to support local causes.
